Yeah, it's forced. The biggest part stems from Mai's character having a lack of charisma and otherwise not being all that interesting, and not really having a fun or intriguing dynamic with Zuko. There's no juxtaposition or proper foiling that Mai provides for him the way other characters do (Azula, Katara, Ty Lee).
